OECD、WHO、世界銀行の新しい共同報告書によると、すべての所得レベルの国で、質の悪い医療が健康増進の進歩を引き戻している。
不正確な診断、医療ミス、不適切あるいは必要のない治療、不適切あるいは安全でない病院や治療、適切な訓練を受けていない専門性のない医療提供者の問題はすべての国で蔓延している。
