2001年にEUがタバコ製品指令を採択してから10年以上になる。EUはタバコ規制の先導者であり、2001年の指令は2003年のWHOタバコ規制枠組み条約合意に先立つ。そして2001年指令の弱点や抜け穴改善することが検討されていることをWHOは歓迎する
