SCHERは虫歯予防のための最も効果的方法として、飲料水へのフッ素添加と歯へのフッ素塗布に特に明確な差はないことや現状のフッ素添加による子どもたちや野生動物への悪影響はない、等の内容を含む予備的意見を発表した。これについて2010年9月22日まで意見を募集する。
